On April 10-11, 2019, the Sustainable Development Community Association (ISC) and the project partner of Baoding City, North China Electric Power University, went to Shanghai and Hangzhou to conduct a survey on domestic waste classification and community workers. The work ideas, implementation effects, and operational difficulties of the classification were exchanged, and different community garbage classification models were visited and studied.

The community is the focus of the classification of domestic waste. The lack of participation of residents, the poor quality of garbage classification, and the lack of publicity and guidance will lead to inconspicuous source classification.
The project team went to Shanghai and Hangzhou to learn successful cases and explore solutions.
Jiangjiaqiao Community, Hongqiao District, Shanghai
The community was identified as the first “two-network integration” demonstration site by the Hongkou District Greening and Municipality Bureau. The community introduced intelligent garbage compartments, encouraging residents to participate in the classification of domestic waste through real-name account opening, credit card placement, and point redemption. The community also promotes residents’ environmental protection concepts through publicity and advocacy, garbage sorting classes, “star families” and volunteers leading the way. To promote the development of household waste classification habits.

The garbage classification mode of this cell is called “yang wave mode”. The garbage sorting room in the community is open. Jindi Haipo Huating Community, Yuhang District, Hangzhou
The community introduced a third-party service agency through government procurement to create an Internet + classification model. The community sets smart garbage bag distribution, smart garbage sorting box, smart garbage sorting and recyclable box and other equipment, and enhances residents’ enthusiasm and regulates residents’ behavior through daily publicity, point rewards, patrol inspection, collection and sorting, and data analysis.

In terms of community selection, we must first consider the wishes of government departments, neighborhood committees, properties, residents, etc., and mobilize all parties to build joint governance;

Residents’ habits are a long-term process. In the early stage, they can consider model leadership and incentive measures to increase residents’ participation, strengthen daily publicity, and long-term guidance to slowly cultivate residents’ habits.
